Music industry to tax downloaders?

Interesting story from The Independent, a UK paper. The recording industry is proposing a tax on internet use of 20-30 pounds (approx. 40-60 dollars) to be paid to your ISP, and then channeled to the music companies. Apparently this is the recording industries latest bright idea. Yes this is overseas now, but of course if it works there it won’t be long until its over here.
